I have the honour to enclose a letter written
in Chinese (with translation) posted in Prince George, B.C., which
has been stopped by the Postal Censor here.

The letter gives a pessimistic account of the British prospects in the war, and it is accompanied by a page from¡ the Chung Sei an American Chinese paper, which is dofinitely inspired to give the German point of view.

The Cmadian Covernment may like to know the character of this newspaper many copies of which arrive in Hong- -kong.
